BASKETBALL RULES AND REGULATIONS
|
- Games: Each game will consist of two 20-minute halves running time except for the last 2 minutes. In the event of a tie score at the end of regulation, the teams will play a 2-minute overtime period. Each team will be granted one timeout per overtime. Timeouts do not carry from regulation play or from a previous overtime period.
- Timeouts: Four full (40 seconds) timeouts per game. Only one timeout per team during overtime.
- Defense (Grades 3-8): Any half court defense will be allowed (man to man or zone) at the discretion of the defense coach. Mandatory zone will be enforced only when the defense team is winning by 15 or more points.
- Full Court Press: There is a 15-point press rule. A team leading by 15 points or more may not press the trailing team. They must limit their defensive play to the frontcourt. Violation of this rule will result in a warning. The second warning will result in a team technical foul. Only to be applied at 2 minutes mark.
- Foul Shooting: Teams will be awarded the bonus and shoot 1 and 1 when the opposing teams reaches 7 team fouls; and will shoot 2 when the opposing team reaches 10 team fouls. The bonus will carry over into overtime periods.
- Foul Shooting Lane: The ball must touch the rim of the basket before any player is allowed to enter the lane. Violation of this rule will result in an additional shot being awarded. For the 3rd to 5th and 6th to 8th grade divisions - time clock will stop on foul calls, players will quickly set up for foul shot and time clock will resume on referees signals.
- Substitutions: All substitutions must report to the scorer’s table before entering the game. Substitutions will be buzzed in at the next stoppage of play. Illegal substitutes will not be allowed to enter the game. Violation of this rule will result in a warning. The second warning will result in a team technical foul.
- 3rd to 5th grade division will substitute players every five minutes. Substitutions during the last five minutes of the game will be at the coach’s discretion.
- 6th to 8th grade division will substitute players every seven minutes. Substitutions during the last six minutes of each half will be at the coach’s discretion.
- Game Start/End: A game will not be started unless both teams have five players on the floor. The game, however, may end with less than five players on the floor. Also, a coach registered with the league must be present at the start and throughout the duration of the game. There will be no exception to this rule. All games will start on time. In the event a game carries over into the next time slot, a five-minute warm up will be allowed for both teams. Forfeited games cannot be made up and count as a loss on the team’s record. There will be a five-minute wait rule to a forfeit allowing for a full squad to arrive before a game is forfeited.
- Cancellations: In the event of a cancellation, the games will be made up at the next available date and time agreed upon by both coaches and the league director. Cancellations due to weather will be announced on the league number, 203-913-0073. Also, each coach may call to inquire of a cancellation if they so wish. Any cancellations or schedule changes decided upon prior to the scheduled game date will be posted on the league website and league number 203-913-0073..
- Bench/Coaches Box: BCYL’s goal is to provide a safe and enjoyable environment for your children to compete in. Swearing, taunting, arguing, and foul play of any kind will not be tolerated. BCYL promotes the development of youth basketball players under the guidance of competent adults who should not only teach the fundamentals of the game, but also be a positive role model for every child they encounter.
Any player who is issued a technical foul will automatically sit out of the remainder of that game. If a player receives a second technical foul in the season, that player will sit out the remainder of that game and also the next scheduled game. In the event a player receives a third technical foul in the season, that player will be suspended from the league for the remainder of the schedule, including playoff games, and will not be reimbursed any fees.
Any coach who is issued a technical foul will automatically be ejected from the gymnasium. In the event a coach is issued a second technical foul in the season, that coach will be ejected from the gymnasium and suspended for the remainder of the schedule, including playoff games.
Also, note that coaches are responsible for their fans. I ask your help in promoting an enjoyable atmosphere throughout the season. I will look to you for assistance with diffusing disruptive and volatile fans. Warnings will be issued to sportsmanship offenders and ultimately they will be ejected from the gymnasium. Any fan who approaches the scorer table or any member of BCYL in a volatile manner will be automatically ejected from the gymnasium. Please inform your fans and parents that any and all matters or concerns they may have will be addressed in a professional manner at the conclusion of competition for that day.
- Uniforms: Every player that has been issued a complete uniform (jersey and shorts) by the league must be in full uniform during every scheduled game. Failure to comply will result in the player not being permitted to participate in scheduled game(s). This rule also applies to all coaches who received a coach’s shirt. They will not be permitted to coach when failing to attend game wearing issued shirt.
